The Katherine Town Council By-Laws explains how the Council operates under the local government act. This includes the preliminary explanation of the by-laws, health & safety, animal management, public libraries & places, off-street car parks, council meetings & procedures etc.

Some Animal Management matters include:


Dog Barking Complaints

Katherine Town Council Rangers address excessive dog barking in the municipality in a number of ways and the entire process can be very lengthy to investigate.


Some reasons include:

  • Anxiety, stress
  • Lack of training and obedience
  • Boredom, lack of stimulation or over stimulation
  • Health and Welfare issues
  • Warnings to owners (foot traffic, unwanted visitors and/or to alert owners)
  • Attention seeking behaviour (learnt behaviours;)
  • Dominance of territory or feeling as though their territory is being threatened.

Anti-bark collars

Anti-Bark Collars are available to hire at the Civic Centre. Anti-Bark Collars are collars that emit a small charge of electricity when your dog barks, the charge can be adjusted to suite the dog.

Charge of Anti-bark training collars per week (max two weeks) $33
Equipment Deposit $230

An additional fee of $60.00 a day will be levied when late retuning of the collar occurs.

Once the collar has been returned in good working order the deposit will be refunded back the hirer, via cheque.

Please note: Anti-bark collars can only be hired to owners of registered dogs.

Dog trap

Dog traps area available to hire at the Civic Centre. There is no fee to hire these traps however, an equipment deposit is required.

Dog Trap Deposit (max two weeks) $230

An additional fee of $60.00 a day will be levied when late returning of the dog trap occurs.

Once the trap has been returned in good working order the deposit will be refunded back the hirer, via cheque.

It is the hirer’s responsibility to collect and return traps to the Civic Centre during normal operating hours.

Dogs caught in Council traps will only be collected between normal Pound operating hours
(Monday to Friday, 8am – 4pm).

Additional fees may be levied when Council are required to deliver and collect traps as well as for collection and impounding of animals caught outside of normal operating hours.

Once the trap has been returned in good working order the deposit will be refunded back the hirer, via cheque.

Dog Attacks
Dog attacks should be reported to Council & Police as soon as possible!
Council takes dog attacks, menacing dogs and dogs at large (not under effective control) seriously. All reports will be investigated by Council Rangers. Persons found guilty of an offence face penalties that may include:

  • Fines of up to $600.00.
  • Seizure and or euthanasia of the dog.
  • Regulatory Orders
  • Dog de-registration and removal from the Municipality.

Dogs at Large
It is the owner's responsibility to maintain their dog(s) under effective control.
Dogs wandering the street outside of the owner's property may attract an infringement.
DOGS MUST BE WALKED ON LEADS in public areas.
Dogs are permitted to exercise in Council parks and walking paths but must be under effective control by the owner.

  • Lockheed Park
  • Casuarina Park
  • Katherine Showgrounds

Please note: The Low Level Park, Katherine Sportsgrounds and Katherine Hot Springs are Dog Restricted Areas.

Responsible dog ownership
Katherine Town Council has animal control by-laws to ensure that dogs are cared for and kept safe by their owners as well as providing a happy and safe environment for the general public. Katherine Town Council Rangers are available to assist with responsible pet ownership in the municipality and work with the community to improve the services we offer and to meet the needs of the community.

There are a number of organisations, businesses, professionally trained and qualified people that are able to assist and that specialise in dog behaviour training and therapy. They may be able to assist with tips, advice and a training program suitable to your needs.

Confidentiality
It is important to note that all complaints and reports that Council receives are kept strictly confidential.


Katherine Town Council pound

Residents are advised that the Pound operates by appointment only. Please call the Civic Centre on 08 8972 5500 to make an appointment with a Ranger.

Impounded dogs

Katherine Town Council Rangers follow strict guidelines for Impounded Dogs. Prior to your dog being released from the pound you will need to ensure it is registered and any associated impounding fees are paid.

Infringments
Depending on the circumstances, Infringements may be issued by registered mail. 

Pound Adoptions
The pound often have dogs and puppies available for adoption.
Dogs that are in the pound can be purchased at the cost of registration.
